Cell Phone use

Just wondering, Have the Korat police started to fine people for driving while talking on a cell phone? And how about the family of 6 on a scooter with 4 of them on cell phones?

I find it easier to text the rider if I'm the fourth or fith guy on the back of a bike because of the traffic noise, not been stopped yet...
