I came here in 2006 with 2.5k pounds sterling in cash. Nobody raised an eyebrow. I had long been of the opinion that 10k sterling in "monetary instruments" was the limit.

Out of curiosity, what happens when you exceed the limit and declare the amount at customs?

Is there some sort of penalty?

I think they take you directly from the airport to Soi Nana and make sure you spend anything over the limit before you can go on your way.
